Right to University Education
The right to university education is based on articles 3 and 34 of the Constitution and determines the possibility for capable and deserving individuals, even those without financial means, to reach the highest levels of education.
THE RIGHT TO UNIVERSITY EDUCATION (DSU) ISTITUTO SECOLI – MILAN | ACADEMIC YEAR 2025-2026
1) THE RIGHT TO UNIVERSITY EDUCATION
The Right to University Education is based on articles 3 and 34 of the Constitution and determines the possibility for capable and deserving individuals, even those without financial means, to reach the highest levels of education. The Lombardy regional law (l.r.) 13/12/2004 n. 33 regulates the system of interventions aimed at making the Right to University Education effective in the Institutions of Higher Artistic and Musical Education (AFAM).
The benefits for students enrolled in a First Level Academic Diploma course at Istituto Secoli consist of the provision of Scholarships, awarded through a competition announced in accordance with the Lombardy regional law 13/12/2004, n. 33 and art. 3 of the Decree of the President of the Council of Ministers (d.p.c.m.) 09/04/2001, implementing art. 4 of the law (l.) 02/12/1991, n. 390, also in light of Legislative Decree 31/03/1998 n. 109, containing the regulation of the Equivalent Economic Situation Indicator (ISEE) as a parameter for evaluating the economic conditions of those aspiring to obtain Scholarships, and further applicable laws and regulations, including the resolution of the Regional Council (d.G.r.) of the Lombardy Region n. XII/2745 of 15/07/2024.
To guarantee the Right to University Education, Istituto Secoli coordinates, organizes, and provides in favor of those entitled:
-
interventions and services aimed at implementing the Right to University Education as provided by the Lombardy regional law n. 33 of 13/12/2004;
-
develops and proposes additional interventions and services to facilitate participation in its study courses.
Furthermore, Istituto Secoli promotes all interventions that contribute to improving living and study conditions. These interventions concern, in addition to Scholarships ex l.r. n. 33/2004, also the following services:

Library and Materials Library service;
-
cultural and socialization activities;
-
educational tutors;
-
job/internship orientation service;
-
educational support office.
2) WHO CAN BE GRANTED A SCHOLARSHIP
The following can apply for a Scholarship:
-
Italian citizens;
-
citizens of European Union member states;
-
citizens of non-European Union states.
In possession of the following requirements:
-
be a student, admitted or enrolled in the academic year 2025/2026, in a First Level Academic Diploma course activated by Istituto Secoli at the Milan campus;
-
meet the economic and merit requirements, as per the subsequent point 4.
The benefit of the Scholarship can be granted to those enrolled in First Level Academic Diploma courses who are attending each year of the course provided by the academic regulations for the first time, for a period equal to seven semesters starting from the year of first absolute enrollment. Access to scholarships is reserved for students regularly enrolled in the academic year 2025/2026, i.e., meeting the academic requirements and with an up-to-date administrative position (fee payment) by 06.10.2025.
Following the entry into force of law 33/2022, simultaneous dual enrollment in two degree courses is allowed. The student must declare in the application any dual enrollment and for which enrollment they intend to avail themselves of the Right to University Education services. A student with dual enrollment is entitled to a 20% increase in the Scholarship amount.
Students cannot participate in the competition, under penalty of exclusion, if they:

have previously obtained academic qualifications of equal, equivalent, or higher level than the course for which benefits are requested;
-
benefit or have already benefited for the same year of course from a Scholarship provided by Istituto Secoli or other institutions;
-
enroll at Istituto Secoli after having withdrawn from studies, lapsed, transferred, etc. at Istituto Secoli or another university/academy;
-
are enrolled in a foreign university and admitted to attend courses at Istituto Secoli as part of international exchange agreements.
3) SCHOLARSHIP ALLOCATION
For the academic year 2025/2026 Istituto Secoli, based on the assigned allocation, puts up for competition € 11,644.81 in Scholarships, in addition to any future integrations by the Lombardy Region.
4) REQUIREMENTS FOR ACCESS TO RANKINGS
4.1) Merit Requirements
a. First-year students of First Level Academic Diploma Course:
-
Be regularly enrolled for the first time in the first year for the academic year 2025/2026 as of 06/10/2025;
-
Have achieved a high school diploma grade not lower than 80/100;
-
Meet the economic requirements as per point 4.2.
The confirmation of benefits is subject to achieving at least 40 credits by 10/08/2026.
b. Second and third-year students of First Level Academic Diploma Course:
-
Be regularly enrolled for the academic year 2025/2026 in the second or third year as of 06/10/2025;
-
Have achieved by 10/08/2025:
-
at least 40 training credits (for students enrolled in the second year)
-
at least 100 training credits (for students enrolled in the third year)
-
-
Meet the economic requirements as per point 4.2.
The confirmation of benefits is subject to achieving by 10/08/2026:
-
100 training credits (for students enrolled in the second year)
-
160 training credits (for students enrolled in the third year).
-
c. Students with disabilities: For students with disabilities greater than 66% or with handicaps (law 104/92), the merit requirements can be redefined, with a maximum deviation of 40%, by an internal commission.
d. Bonus: If the minimum number of credits is not reached, it is possible to use a bonus only once in the career:
-
5 credits, if used for the first time for the second year;
-
12 credits, if used for the first time for the third year.
The unused quota can be used in subsequent years.
4.2) Requirements Related to Economic Conditions
Economic conditions are identified based on the University ISEE. For the academic year 2025/2026, the reference incomes are those of 2023 and the assets as of 31/12/2024. The limits to be respected jointly are:

Equivalent Economic Situation Indicator (ISEE) for University: not exceeding € 26,516.70;
-
Equivalent Asset Situation Indicator (ISPE): not exceeding € 57,645.03.
Independent Student: To be considered “independent”, the student must simultaneously meet the following requirements:

Separate residence from that of the family of origin for at least two years;
-
The residence must not be in a property owned or in usufruct by the family of origin;
-
Adequate income capacity from employment or similar, for at least two years, not less than € 9,000.00 annually.
Foreign Students: The economic condition of foreign students is evaluated through the ISEEU-ISPEU Parificato. To obtain this certification, students can contact the CAAF affiliated with Istituto Secoli:

It is necessary to present documentation relating to the family unit, income, and assets, issued by the competent authorities of the country of origin, legalized and translated into Italian.
5) AMOUNT OF SCHOLARSHIPS
The amount is differentiated based on the ISEE bracket and the geographical origin of the student.

b. Geographical origin:

On-site student: resident in the municipality of the courses (Milan) or in a neighboring municipality specified in Annex A.

Commuter student: resident in a municipality that allows daily commuting between 60 and 90 minutes by public transport.

Off-site student: resident in a distant location (over 90 minutes by public transport) who takes paid accommodation for at least 10 months.

6) SCHOLARSHIP INTEGRATIONS
-
Students with disabilities: The scholarship can be increased up to 40% for students with disabilities greater than 66% or with recognized handicaps (law 104/92).
-
International mobility: No integration is provided for the academic year 2025/2026.
7) PROCEDURES FOR FORMING RANKINGS
-
First-year students: The ranking is determined based on the economic situation (ISEE score). In case of a tie, the diploma grade prevails, followed by younger age.
-
Students in subsequent years: The ranking is determined by an overall score (max 1,000 points) given by the sum of the score for credits achieved (max 600 points) and for the grade average (max 400 points).
-
Students with disabilities: Students with a disability greater than 66% and with a handicap (law 104/92), if they meet the requirements, are entitled to the scholarship even in excess and are placed at the top of the ranking.
8) TERMS AND PROCEDURES FOR SUBMITTING THE APPLICATION
Applications must be submitted
no later than 10/31/2025. Delivery must be made in person, by appointment, in a sealed envelope to the DSU Office of Istituto Secoli, Viale Vittorio Veneto n. 18/a, 20124 Milan.
Documents to be attached for all:

Form MOD7516 “Application for admission to the DSU competition” completed and signed;

Copy of a valid ID document;
-
Copy of University ISEE Certification 2025;
-
Copy of the Extended and Signed Single Substitute Declaration (DSU) 2025.
Additional documents:

Only for first-year students: Copy of high school diploma;
-
Only for second and third-year students: Copy of the study plan with exams completed as of 08/10/2025;
-
Only for “off-site” students: Copy of the registered lease agreement (to be delivered by 12/10/2025);
-
Only for students with disabilities: Medical documentation proving the disability;
-
Only for non-EU students: Copy of valid residence permit.
Failure to submit or irregular submission of a document will result in exclusion from the competition.
9) PUBLICATION OF PROVISIONAL RANKINGS AND POSSIBLE APPEALS
-
Provisional ranking: Published on the website www.secoli.com starting from 11/28/2025.
-
Appeals: Any requests for revision must be submitted within 15 days of publication.
-
Final ranking: Published starting from 12/12/2025.
Students may be classified as “eligible beneficiaries” (scholarship recipients) or “eligible non-beneficiaries” (meeting the requirements but not recipients due to exhaustion of funds).
10) ALLOCATION AND PAYMENT OF SCHOLARSHIPS
Payment is made in two installments:
-
First installment (50%): By 12/31/2025.
-
Second installment: Disbursed upon achieving the minimum required credits by 08/10/2026.
Credit requirements for the second installment and maintenance of the benefit:
-
First-year students: 40 credits to be achieved by 08/10/2026 (final deadline 11/30/2026);
-
Second-year students: 100 credits to be achieved by 08/10/2026 (final deadline 11/30/2026);
-
Third-year students: 160 credits to be achieved by 08/10/2026 (final deadline 11/30/2026).
Failure to acquire the credits by 11/30/2026 will result in the
revocation of the scholarship and the return of the first installment.
11) INCOMPATIBILITY AND FORFEITURE
The Scholarship cannot be combined with similar forms of financial aid. The student forfeits the right in case of serious disciplinary sanctions, failure to submit documents required for verification, withdrawal from studies, or transfer during the 2025/2026 academic year.
15) DEADLINE REMINDERS

August 10, 2025: Deadline for exam registration for continuing students;

October 31, 2025: Scholarship application submission deadline;

from November 28, 2025: Publication of provisional rankings;

December 10, 2025: Deadline for submitting rental contract for non-resident students;

from December 12, 2025: Publication of final rankings;

August 10, 2026: Deadline to earn credits for the second installment;
-
November 30, 2026: Final deadline to earn credits for maintaining the scholarship;
-
December 15, 2026: Final deadline to collect the scholarship amount.
